Signal Radar Cadence
Signal radars scan external communities for durable tools, papers, patterns, and routing changes. They are promotion filters, not news feeds.

Promotion Matrix

Run Discipline
Use live sources when the automation requires them. Compare against the wiki before creating pages. If a signal is already covered, append only when the new source changes the compiled truth.
