When to use it

Use Realtime Colors after initial palette exploration but before committing tokens. Five nice swatches are not enough; a palette has to survive text, buttons, cards, sections, links, and typography. Realtime Colors is valuable because it distributes colors across a live mock site and makes contrast/balance problems visible quickly.

It belongs in the stage between Color Palette & Gradient Tools exploration and Design Tokens implementation. Exported values still need to be converted into the project's semantic token model, preferably in OKLCH where the project supports it.
