Operating Rule
Do not choose tools from habit. Use Capability Routing Map for capability-family choice, Skill Resolver for exact skill/service dispatch, Active Stack (What to Actually Use) for recommended defaults, and Actionable Tools Index for concrete action lookup.
Interface Preference
Prefer the narrowest reliable interface: local files/qmd/rg, deterministic scripts or CLIs, official docs, APIs/MCPs, browser automation, then raw one-off code.
Failure Mode
Routing fails when a tool is used because it is familiar while a skill, CLI, MCP, or official route already owns the task.
