Tool Routing Discipline

Tools are capabilities, skills are procedures, protocols are obligations, and routers decide which one owns the task.

Canonical Role

This page adds the current routing discipline that root Agent Soul now summarizes. Source: User request, 2026-07-01

Operating Rule

Do not choose tools from habit. Use Capability Routing Map for capability-family choice, Skill Resolver for exact skill/service dispatch, Active Stack (What to Actually Use) for recommended defaults, and Actionable Tools Index for concrete action lookup.

Interface Preference

Prefer the narrowest reliable interface: local files/qmd/rg, deterministic scripts or CLIs, official docs, APIs/MCPs, browser automation, then raw one-off code.

Failure Mode

Routing fails when a tool is used because it is familiar while a skill, CLI, MCP, or official route already owns the task.

Closeout

When this rule changes, update Agent Soul first, then any affected companion pages, agent routing docs, generated packs, wiki/_index.md, qmd, and wiki/log.md. Source: Index Logging Protocol, 2026-07-01
